Animal Waste Management Technical Assistance

Animal Waste Management Technical Assistance is available to livestock producers subject to the .0200 non-discharge rules. Staff engineers provide assistance for design and installation of waste storage and treatment structures, runoff controls and irrigation systems. Assistance is also available for developing waste utilization plans.

The Technical Services staff maintains the database of Animal Waste Management Technical Specialists for North Carolina. Animal waste management plans must be certified by a technical specialist designated by the North Carolina Soil and Water Conservation Commission. Technical specialists certify that the best management practices in the animal waste management plan meet the applicable minimum standards and specifications. Applications for Technical Specialist are obtained from the Division of Soil and Water Conservation.

The Technical Services staff participates and supports the Senate Bill 1217 Interagency Guidance Committee for animal waste management technical specialists. The Interagency Group provides guidance and answers questions from the more than 400 technical specialists in North Carolina regarding the certification process for animal waste management facilities. A Guidance Document is published periodically to provide direction and answers.
