N.C. Agricultural Drought Recovery Response Program

PURPOSE: A cost-sharing program designed to assist farmers with restoring drought-damaged pastureland and improving existing water supplies.

DESCRIPTION: Responds to immediate, critical needs resulting from the record- breaking drought in 2007 and 2008. Cost share funds may cover up to 75 percent of the average cost of certain projects necessary to restore pasturelands to usable condition, or to improve existing water supplies for livestock watering or irrigation. Recipients pay the remainder of the cost. Technical assistance is available from the local soil and water conservation districts to help farmers plan and install best management practices designed to ensure long-term productivity.

Pasture Renovation

Drilling and Re-drilling Existing Wells

Pond Construction and Renovation

Conservation of Irrigation Systems

Micro-Irrigation Systems

WHO IS ELIGIBLE: All North Carolina farmers adversely affected by the drought of 2007 and 2008 who derive 75 percent of their income from farming operations, or whose gross income is less than $250,000. Applicants must complete an adjusted gross income self-certification form and may be required to supply tax records.

PROGRAM ADMINISTRATION: Farmers may contact their local district office to discuss eligible projects, to complete the application process, and to learn about specific policies and procedures established by the Soil and Water Conservation Commission regarding this program. Funding is provided by the Tobacco Trust Fund Commission through the Rural Economic Development Center and by General Assembly appropriations.
