| Michael Williamson Deputy Secretary for Operations Michael Williamson is presently serving as Deputy Secretary of Operations for the Department of Environment and Natural Resources. Michael has direct responsibility for the department's management processes and is responsible for all of the administrative areas such as Finance, Budget, Purchase and Services, Human Resources and Information Technology. Michael was previously the Chief of Staff for DENR where he was responsible for implementing a new system of management in the department. Michael is on leave from the Institute of Government, at the University of North Carolina-Chapel Hill where he holds a position of lecturer in Public Management. He previously served as the Director of the Office of Quality Improvement in the North Carolina Governor's Office where he was responsible for assisting state administrators and employees in the implementation of a new system of management in state government. Prior to these joint positions, Michael served as the Director of Quality Improvement for the University of Wisconsin-Madison and as Assistant to the Mayor for the City of Madison, Wisconsin, where he had responsibility for that city's pioneering efforts to apply quality concepts in local government. Michael has served in local and state government, as well as higher education for over 22 years. He obtained two degrees from UNC-CH, including a masters in Public Administration. Michael co- founded and served as the co-chair of the National Public Sector Quality Network, a technical committee of ASQC. He presently serves as a member of the Board of Directors for the North Carolina Quality Leadership Foundation, and as an Advisor to the N.C. State Government Chapter of the National Management Association. | ![]() |
