Hurricane Floyd Daily Response and Recovery Update

Current Situation:
DSW: DSW continues to work with DWQ and DLR staff to evaluate the structural integrity of all animal waste lagoons that have been inundated by flood waters or are otherwise believed to have had their structural integrity compromised by recent heavy rains and/or floodwaters. Evaluations are ongoing as weather and floodwaters permit. DWQ is receiving the results of these evaluations. Evaluations in other regions affected to be completed this week. Number of animal operations assessed and number remaining to be assessed is being compiled by DWQ. DWQ will forward the results to the RCC when they have been compiled. DSW has begun work to estimate the number of animal operations in the 100-year flood plane.
DPPEA: No change since 10/04/99.
DMF: Marine Patrol remains on-call to support local law enforcement operations. Continue to monitor closed shellfish areas to prevent potentially contaminated shellfish from reaching markets or being used for private consumption.
DCM: No change since 10/04/99.
DLR: No change since 10/04/99.
DWQ: We estimate that approximately 5 farms are experiencing problems directly related to the flooding. There are 12 NPDES Municipal WWTPs that are still experiencing flood related problems.
DWM: 1. Meeting today to discuss flood region-wide contract for disposing of flood damaged mobile homes. 2. Established contract with NC Department of Cultural Resources to establish expedited procedure for conducting cultural resource review as a part of debris site approval. 3. Seven counties have interest in a HHW collection event. DWM and DPPEA will be gathering survey information from discussions with counties on Monday to set a strategy for setting time/dates for the collection event. Discussed with NC DOT the potential for curbside HHW pick-up and further discussion will take place 10/05/99 at debris meeting at the DFO. County governments and ag. Extension agents are being surveyed on their HHW collection interest/needs. DPPEA will provide press release information to publicize HHW events. EPA will provide technical assistance to copy materials and send info to news agencies as requested. HHW collection centers will be coordinated with Department of Agriculture pesticide collection program. Volunteers from HHW Council, Ag. Extension Service, Duke Power and /or other entities will be coordinated to fit individual counties needs.
DAQ: Potential problem brewing with open burning of storm-damaged materials such as clothing, furniture and even mobile homes. Regional office staff will be advising citizens of the rules on open burning when they see infractions, but no enforcement actions are planned unless folks continue to burn unapproved materials after guidance is provided.
CSC: For the period 9/30/99 through 10/05/99 (as of 1:45 PM) the CSC has received a total of about 45 hurricane-related calls. The CSC has also received an average of 5-8 regular CSC-related calls per day. CSC is building and organizing our information database to serve callers; training new volunteers; developing orientation guide/tips; contacting agencies to market our toll free number.

DFR: Continuing assistance to county Emergency Management. Local DFR personnel in Pitt County are evaluating a potential pumping operation. DFR personnel are conducting de-watering operation in residential area with portable pumps in Lenoir County. Scientists from Auburn University and US Forest Service are evaluating the damage and rehab needs at Claridge Nursery in Goldsboro today.

DWQ: We have 20 staff (DLR and DWQ) currently investigating flood related problems.
DWM: Underground Storage Tanks – 1. Washington Regional Office: Sites visited – 98, confirmed damage – 42; field visits continuing this week: No changes at Raleigh, Wilmington, and Fayetteville Regional Offices. 2. Request for assistance for HHW collection has been filed for FEMA reimbursement. Emergency Management and Corps of Engineers have reviewed the draft contract and scope of work and are OK with it. Contract focus is on a collection center in the county with potential for remote locations as needed; maximum of 4 collection center locations per day. The need for amending the contract will be evaluated as the events are implemented.
CSC: Volunteer staffing is currently adequate for volume of phone calls.
