Hurricane Floyd Daily Response and Recovery Update

Current Situation:
CSC: For the period 9/30/99 through 10/06/99 (as of 1:45 PM), the CSC has received a total of about 65 hurricane related calls. The CSC has also received an average of 5 regular CSC calls per day. On 10/04/99 at about 6:15 PM, there were several calls probably the result of the number advertised on the media. During the afternoon of 10/06/99, phone calls to Johanna Reese (PIO for DEH) were forwarded to CSC because Ms. Reese had to leave for personal reasons.

DFR: DFR personnel are assisting with the close of the Tarboro LSA today, which started today. All personnel will return home Saturday from Tarboro. DSW is providing engineering assistance to DFR in the procedures to reconstruct the Claridge Nursery fields which were washed away. The DFR County Office in Edgecombe County received site damage from emergency equipment installations. DFR personnel are involved in equipment recovery, and rehab at this facility.

DMF: Marine Patrol remains on-call to support local law enforcement, if required. Continue to monitor areas closed to the harvest of shellfish, however, effective sunrise this morning most of the state's coastal waters were re-opened to shellfishing in accordance with recommendations by the State Health Director. The following areas remain closed to shellfish harvest due to high bacterial levels: Pungo River - all waters upstream of Wades Point; Pamlico River - all waters upstream of Fulford Point; Oyster Creek - all waters; Sleepy Creek - all waters; North River - all waters upstream of Ward Creek; Ward Creek - all waters; Newport River - all waters upstream of Penn Point; White Oak River - all waters upstream of Hwy. 24 Bridge; Intercoastal Waterway - all waters between ICWW Fl. Beacon #49 to ICWW Fl. Beacon #58, including Queens and Bear Creek; New River - all waters upstream of Grey Point; Cape Fear River - all waters; Lockwoods Folly River - all waters upstream of Howells Point; Shallotte River - all waters upstream of Bowen Point.
DPPEA: 1. Working on Mobile Home Recovery. DPPEA and DWM are taking the lead on the contract. We are setting-up a pre-bid meeting with the mobile home removal contractors some time next Tuesday. We are calling counties and tallying up the number of mobile homes condemned or expected to be condemned. Working with Michael Bryant on drafting Scope of Work for the contract, and coordinating efforts with the DWM and Epidemiology. Draft contract should be ready by Friday. 2. Continuing the HHW collection effort with DWM.

DWM: 1. Pitt County is having problems handling the large amount of waste and traffic coming to their central transfer station. A new temporary staging site for C&D material has been approved and they may need a second temporary site. 2. Underground Storage Tanks - Raleigh Region (total facilities contacted: 334; Facilities with information 237; facilities that were flooded: 36; Number of flooded facilities by location: Nashville - 2; Rocky Mount - 22; Wilson - 5; Tarboro - 4; Kenly - 1; Smithfield -2.) Washington Region (sites visited -121; confirmed damage - 56; These totals are as of 5:00 PM 10/04/99. Teams are still in Wayne, Lenoir, Craven, Jones, and Pitt Counties. Hope to finish by 10/07/99.) Wilmington Region (Of the approximately 24 facilities reported as having had some type of flooding at the outset, information gathered since that time indicates that only 6 facilities have reported any problems associated with flooding. This does not include four "popped-up" tanks, all of which were empty. It appears all facilities in the Wilmington Region are operating at the time of the storm are back in operation. Information was gathered by phone calls and field visits to particular areas. There were only three reported heating oil spills as a result of the storm. Fayetteville Region (no new information to report). Superfund (No reported change in status of flooded Superfund sites.
