Hurricane Floyd Daily Response and Recovery Update

Department of Environment and Natural Resources • October 19, 1999 • 1600 hours

Current Situation:

CSC: For the period 9/30/99 - 10/19/99 CSC averaged 15-20 hurricane calls per day and about 5-8 regular customer service calls..
DEH: Public Water Supply reports that one community system (Baker Mobile Home Park) has now cleared, leaving 17 community systems uncleared.
DFR: Claridge Nursery continues to work on infrastructure repairs including drainages and roads. Work to remove sandbars from orchards continues. Soil and water engineers have completed field survey work on eroded areas and are in mapping phase.
DMF: Areas in Dare, Hyde, Carteret, Onslow, Pender, New Hanover and Brunswick Counties were closed to shellfishing due to the excessive rainfall from Hurricane Irene. The waters will remain closed until further notice.
DSW: Initial evaluation of animal waste lagoons has been completed. Survey work on two flood control structures in Wayne Co. has been completed. The initial survey of DFR's nursery at Goldsboro has been completed. There are no health or safety issues at this time.
DWQ: Problems are being reported with infiltration and inflow problems at wastewater treatment plants and pumpstations. WWTPs are hydraulically overloaded and at least one plant has water on the plant site, yet not in the plant itself. Freeboard problems are reported at animal operations and being handled case-by-case. No reports of inundated lagoons. These reports will be made more complete as regions report.

Operational Status:

CSC: After evaluating the number of calls received on a daily basis, the CSC now has two volunteers/shift each day. CSC has added a new employee on a permanent basis. The CSC is continuing to build/organize their information database to serve callers and reviewing calls to identify number and types of phone calls.
DEH: Assistance to local health departments is approximately the same. A "Thank You" for the help given to date and a call for more volunteers has been sent to the lhd and ehl listservs.
DFR: Planned hay transport to impacted areas has been delayed today due to flooded highways from Irene. Still evaluating young reforestation projects to determine how many were drowned and need to be replanted. Helping pump water off roadways and residential areas in Lenoir County and roadways in Greene County following flooding from Irene. Sand is being stockpiled for use in repairs to roads and agricultural fields. Stabilization work on eroded areas has begun. Evaluation of damages to forestland and reforested areas will continue over the coming months as some damage from flooding will take time to be evident. An updated projection will be provided by the end of the month.
DLR: FaRO is inspecting known high hazard dams
DMF: Marine Patrol is on stand-by to support flood relief efforts if required. No request for assistance as of this date.
DPPEA: hosting a meeting on mobile home issues w/ Dept. of Insurance, Manufactured Homes Institute, insurance companies, DOT, DHHS, and DWM to cover transportation, asbestos, environmental health, disposal, and recycling.
DSW: Continue to cooperate with DWQ to monitor animal operations. Surveying damaged flood control structures in Wayne Co. and working with DFR to assess damages and implement repairs to their forest nursery at Goldsboro. Survey of third flood control structure in Wayne Co. will be conducted this week.
DWQ: Regional offices are collecting information on the impact of Hurricane Irene at already stressed treatment plants and animal operations.
