Storm-Related Emergency Debris Staging and Processing Sites
Hurricane Floyd Disaster
North Carolina

Interested persons are hereby notified that the Federal Emergency Management Agency (FEMA) and the State of North Carolina are proposing to establish emergency debris staging and processing sites for debris resulting from Hurricane Floyd.

The proposed sites would be located within the declared disaster area, as necessary.  These sites will be used to stage, sort, and process debris that will go into designated landfills.  An environmental checklist will be used to ensure that the debris staging and processing sites meet all applicable environmental laws and regulations.

In accordance with the National Environmental Policy Act of 1969 and FEMA's implementing regulations, FEMA is preparing a Programmatic Environmental Assessment (PEA) of the potential impact of this proposed emergency action on the human and natural environment.

A copy of the draft PEA can be obtained by contacting Kathy Baumgaertner, FEMA, at (919) 431-8764 between 8 a.m. and 5 p.m., 7 days a week.  Public comments regarding this action may be submitted until 5 p.m. Tuesday, October 19, 1999 at the above number.  Any questions regarding debris removal activities or staging and processing locations should be directed to the local County Emergency Management Coordinator or County Manager.  All other questions regarding disaster assistance should be addressed to 1-800-462-9029.
