DENR Diversity Forum – April 28, 2010

The Diversity Forum on Title VI of the Civil Rights Act was a huge success. One of the first forums offered via webcast, the forum had approximately 900 DENR viewers from across the state. Speaker presentations are linked below, and were followed by a panel discussion with Tom Walker of the Environmental Protection Agency, and Alton Perry, Outreach Coordinator for the Division of Forest Resources.

Facebook, Twitter, Flickr, YouTube…these are all a part of social media, and a new way of communicating for individuals, businesses and government agencies. Gov. Perdue has encouraged her cabinet agencies to start using social media to reach out to the public in a new, transparent fashion. DENR Communications Director Diana Kees talked about social media and its uses, and policies about using social media to communicate DENR’s messages.

Dr. Jim Brunet, Professor at NCSU Department of Public Administration, will present tools, philosophies, and approaches to consider before we make our decisions. Dr. Brunet will also facilitate a discussion on our real world ethical dilemmas.
We hope to answer and discuss the many shades of gray we encounter in our state work.

How will you successfully complete your work in the face of the current budget crisis? Come learn about the options available to you at low to no cost for meeting scheduling, conference calls, online meetings, and webinars. Speakers will focus on the available options and tools each software offers, how many attendees it can host at various cost options, what would be needed to use it to host a webinar (conf call lines, microphones, etc.), if it can be hosted by multiple people in various locations, and cost to purchase or current licenses already held in DENR that could be shared. Free or low cost options will be emphasized.

DENR annually sponsors about a dozen of our promising managers to be enrolled in the NCÕs Certified Public Manager Program (PMP). To receive this certification, the employee attends courses over a period of 18 months followed by a project where the participants apply concepts learned to a real project faced in their work setting. The Managers' Forum wants to capture these projects so that lessons learned or strategies can be shared with other DENR programs that may have similar needs. A Brown Bag Forum was hosted to hear about two projects: Anthony Nelson (Marine Fisheries - P.R.O.W.) and Michael Pjetraj (Air Quality - document imaging). We will also discussed how past and future PMP projects benefit our department. We are encouraging all of DENRÕs currently enrolled PMP'ers to participate by sharing their ideas on what project topics they are considering, or using the Forum to help bring their project concept into focus.

April 9, 2008 - Resignation Blues Part II: Questions and Answers for DAQ on their Position Rotation Initiative Featuring: Brock Nicholson and DAQ staff, DAQ Training Room
At our Resignation Blues Forum on succession planning last year, Brock Nicholson presented DAQ's Position Rotation Initiative.
Since then, Brock had inquiries about this program from DENR divisions. He and others who have participated in the Rotation Initiative
gave their perspective on the program and answered questions on the DAQ initiative. (See PowerPoint presentation

Vice President/Principle Management Consulting Technologist for CH2M Hill, Southeast Region since 1993. In this role, he is responsible for management consulting activities throughout the firm, including Succession Planning, Leadership Training, Master Planning, Business Planning, and Facilitation. Prior to this position, Mr. Stowe was the Director for Utilities for the Charlotte-Mecklenburg Utility Department for 11 years. He holds a BS from NCSU in Mathematics.
Freda Lockhart Bio:
Chief of the Workforce and Strategic Development Section, Human Capital Management Branch at EPA in Region 4, Atlanta since 2005. She provides leadership in strategic human capital management and expertise and guidance in workforce planning, organizational and employee development, and human capital accountability. She personally orchestrated the development of the Region’s Human Capital Strategy and Action Plan; formation of the Senior Human Capital Officer Council to provide leadership and oversight for the HC Action Plan; and formation of an Executive Leadership Council to ensure a Learning and Development Plan to meets the needs of the Region. She has worked for EPA since 1993.
Francine Durso Bio:
Francine Durso is the Deputy Director for Program Implementation of the Clean Water Management Trust Fund, having joined the Fund in December 2001. She is responsible for managing the day-to-day operations of the Fund and for implementing the funding decisions of the 21-member Board of Trustees. Prior to joining the Trust Fund, she worked as a consulting engineer for 16 years and specialized in the planning, permitting, design and construction of major water and wastewater infrastructure projects for public and private clients. Ms. Durso holds a Master of Science degree in Civil Engineering from North Carolina State University and a Bachelor of Science degree in Civil Engineering from Lafayette College in Pennsylvania. Ms. Durso is also a registered Professional Engineer in North Carolina and South Carolina.
Brock Nicholson Bio:
Deputy Director for the DENR Division of Air Quality since 2003. Prior to this position, Mr. Nicholson was the Chief of the Air Quality Planning Section from 1992 through 2003. He also serves as the co-chair of the Criterial Pollutants Committee of the National Association of Clean Air Agencies. He holds a BS from NCSU in Mechanical Engineering and is a retired Commissioned Officer with the US Public Health Service.
