Water Quality Hearing Scheduled For Proposed FEDEX Hub

GREENSBORO - A request to grant water quality certification for construction of a new Federal Express hub at the Piedmont Triad International Airport will be the topic at a public hearing here Monday.

The Division of Water Quality will hold the hearing to solicit water-quality related comments on the certification at 7 p.m. in the Guilford County Agricultural Center, 3309 Burlington Road.

DWQ staff will explain the process and conditions of the proposed 401 Water Quality Certification. Representatives of FedEx and the airport will also be on hand to present the project design and plans for compensatory stream and wetlands mitigation. An opportunity for public comments both oral and written, will follow. Comments will be considered by the hearing officer prior to making a recommendation about whether to issue the certification.

The certification is requested on a proposal to fill 14,937 linear feet of stream and 23.39 acres of wetlands for the construction of the proposed runway, overnight express air cargo sorting and distribution facility, and associated development at the airport. Compensatory mitigation for these impacts is proposed to restore wetland and stream impacts in excess of a one-to-one ratio.

A federal permit from the U.S. Army Corps of Engineers is required for the proposed impact to waters. In accordance with Section 401 of the Clean Water Act, this federal permit must include a certification from DWQ that the project will not violate any state water quality standards and regulations.
