DWQ names new deputy director and water quality section chief

RALEIGH -- The Division of Water Quality today announced Kerr "Tommy" Stevens as its new deputy director and Coleen H. Sullins as chief of the Water Quality Section, both of whom have served in acting capacities since February.

Stevens replaces Harlan Britt, who retired last fall and now works for Kimley-Horn & Associates Inc. of Cary. Sullins replaces Steve Tedder, who now consults with the U.S. Environmental Protection Agency.

Preston Howard, director of DWQ, announced the promotions.

Stevens joined DWQ in 1971 as an environmental engineer technician in the Raleigh Regional Office. He transferred to the Fayetteville Regional Office in 1984 where he served as the water quality regional supervisor for nine years and regional supervisor for five years.

A Raeford native, he received his bachelor of science degree in biological and agricultural engineering technology from North Carolina State University in 1971.

Sullins joined the Department of Environment and Natural Resources in June 1990 as an environmental engineer with the Division of Water Resources. She became the supervisor of DWQ's Stormwater Group in November of 1990 and has since been the National Pollutant Discharge Elimination System supervisor, Permits and Engineering supervisor and the Regional Program Management / Coordination branch chief. In 1996, she was awarded the DENR Employee Recognition Award for Environmental Leadership.

A native of Olean, N.Y., Sullins earned a bachelor of engineering degree in environmental and water resources engineering in 1984 from Vanderbilt University in Nashville, Tenn. Prior to working for DENR, she was an engineer for the Fairfax County Department of Public Works in Virginia, the Virginia Water Control Board and the Tennessee Department of Health and Environment.
